What problem are you trying to fix?
In general, your REX time should be synchronized with your computer time, and the REX does not care whether it is DST or not. If you make sure to patch your Outlook version then the time and appointments on your REX should synchronize OK.
The only place where there might be an issue is with the World Clock and what time it reports in other countries compared to your own. No one has a fix for that at the moment as far as I know, though it may be possible to make one simply by adjusting the various time zone data. I don't make use of the World Clock, so I'm not sure if it is a problem.
